G. Thomas Sullivan

Since the early 1990s, Tom Sullivan’s practice has primarily involved representation of healthcare providers, physicians and entities involved in the healthcare industry. He is listed in Best Lawyers in America in the categories of Health Care Law, Corporate Law and Insurance Law, as well as in Super Lawyers. In addition to representing health care facilities, he serves as counsel for a number of physicians and surgeons in contract and general corporate matters, real estate and ambulatory surgery center transactions and regulatory issues. He has represented providers in conjunction with HIPAA, ransom ware and cyber security related issues and operational matters.

He serves as counsel to a §501(c)(3) provider which owns and operates multiple LTCH, skilled nursing and assisted living facilities around Alabama in acquisitions and divestitures as well as general corporate and regulatory matters. He has served as principal external counsel for a 501(c)(3) healthcare organization with multiple hospitals in the Birmingham area in transactions and joint ventures, general corporate and compliance program matters. He represents two faith based nonprofit hospital systems in Alabama, as well as several community hospitals, in various State and local tax matters. For 20 years he has served as counsel for a Medicaid managed care organization which operates a portion of the Medicaid program in Alabama pursuant to a §1915(b) waiver and is owned and operated by Birmingham area hospitals.

His practice has also involved business contracts and negotiating, drafting and closing business transactions, as well as related litigation involving contract based claims. During his career, he has appeared on behalf of clients in arbitrations or trials in Tennessee, New York, New Jersey, Pennsylvania, Arizona, Minnesota, Ohio, Illinois, Wisconsin, Texas and Oklahoma in addition to Alabama.

He also serves on the commercial arbitration panels of the American Health Lawyers Association and the American Arbitration Association and regularly serves as an arbitrator of healthcare related disputes around the Southeast.

He has taught as a member of the Faculty of the American College of Healthcare Executives and is a member of the American Health Lawyers Association. Until recently, he served as Chairman of the AHLA Dispute Resolution Service Council, which is the seven person body which oversees the AHLA Dispute Resolution Service. He is a member of the Birmingham Bar Association and served for a number of years on its professional disciplinary committee, as well as the Ethics and Fee Arbitration Committees at other points during his career. He is also a member of the Board of Directors of the Jefferson County Committee for Economic Opportunity, the corporation which administers the Head Start program in Birmingham and Jefferson County. He is admitted to practice in State and Federal courts in Alabama, the Eleventh Circuit Court of Appeals and the Supreme Court of the United States.
